As South Korea’s K-beauty industry continues to attract global shoppers, a new retail chain is emerging with a different strategy: deep discounts instead of premium experiences.
Off Beauty, a warehouse-style beauty outlet operated by Q&B International, is rapidly expanding across Korea by offering branded cosmetics at prices up to 90% off. The company plans to reach 80 stores by the end of 2026 and open its first overseas location in Mongolia this August, signaling growing confidence in its business model.
Foreign Tourists Are Driving Sales
Off Beauty has become a popular shopping stop for international visitors looking for affordable Korean cosmetics.
A Swiss couple visiting Korea paused while browsing sunscreen and makeup products after noticing the unusually low prices.
“These are much cheaper than other beauty stores,” they said before filling their shopping basket.
Young tourists from the United States were also seen comparing lip tints and blush products, highlighting the growing appeal of discounted K-beauty among global travelers.
The company’s first store, opened near Gwangjang Market in Seoul in May 2025, generated monthly sales of 400-500 million KRW, with 70% of customers being foreign tourists.
A Different Business Model from Olive Young
Unlike traditional Korean H&B (Health & Beauty) retailers that focus on curated new products, Off Beauty specializes in strategic inventory purchasing.
The company buys excess inventory directly from Korean cosmetic brands, including products left over after:
- Package redesigns
- Production overestimation
- Seasonal inventory adjustments
By purchasing products outright and combining this with parallel imports, Off Beauty reduces distribution costs and passes the savings to customers.
As a result:
- Regular products are typically 20% cheaper than retail prices.
- Products approaching their expiration date can be discounted by up to 90%.
- Popular categories include sheet masks, skincare products, and color cosmetics.
No Online Store — And That’s Intentional
Interestingly, Off Beauty does not operate its own e-commerce website.
The company says this strategy helps cosmetic brands avoid exposing their products to permanent online discount pricing while allowing excess inventory to be sold discreetly through physical stores.
Instead, customers must visit stores in person or use quick-commerce delivery services.
Last month, Off Beauty also joined Coupang Eats’ grocery delivery platform, offering rapid delivery from 14 directly operated stores.
Rapid Expansion Across Korea
After proving successful in traditional markets like:
- Gwangjang Market
- Mangwon Market
- Seongnam Jungang Market
Off Beauty expanded into major shopping districts including:
- Seongsu
- Myeongdong
- Daegu
- Busan
- Jeju
The company recently opened another store in Ikseon-dong and has begun operating shop-in-shop locations inside outlet malls, diversifying its retail strategy.
Parent Company Targets ₩100 Billion in Annual Revenue
Off Beauty is operated by Q&B International, a subsidiary of Daemyung Chemical Group, known for investing in popular Korean fashion brands including:
- Matin Kim
- SATUR
- Marithé François Girbaud Korea
The group entered the beauty distribution business after acquiring cosmetics distributor Most and distribution platform All Grace in 2024.
Q&B International more than doubled its operating profit to 11.2 billion KRW last year and is targeting 100 billion KRW (approximately US$73 million) in annual sales this year.
Korea’s Beauty Retail Competition Is Heating Up
South Korea’s beauty retail market remains dominated by Olive Young, but competition is intensifying.
Fashion platform Musinsa, budget retailer Daiso, and now Off Beauty are all competing with different strategies:
- Olive Young: Premium product curation
- Daiso: Affordable beauty collaborations
- Musinsa: Fashion-driven beauty platform
- Off Beauty: Discount outlet for excess K-beauty inventory
As global demand for Korean cosmetics continues to grow, Off Beauty is carving out a unique niche by transforming surplus inventory into a shopping attraction for both locals and international visitors.
KOREA FBI Editor’s Comment
Not every K-beauty success story is about luxury products or viral skincare. Off Beauty shows that affordability can be just as attractive. For international tourists looking to stock up on authentic Korean cosmetics without breaking the bank, Korea’s newest discount beauty chain could become the next must-visit shopping destination.
